"23+ minutes"

or thereabouts, give or take...

Blackie's original target running time was based on Republic's top of the line serials.  Episode One was planned to run longer than the others.

By the 1980s, when we were presenting ROTC for possible non-partnership financing or distribution, we were saying "approximately 21 minutes" with reference to television, though television shows of that time were closer to 25 minutes per half-hour.  Today, 2011, they're closer to that 21 minutes.  In any event we had a certain amount of flexibility in total running time based on the titles and amount of recap.

So, as far as original footage to be shot, I'm ballparking it at 20 minutes times 15 chapters.  Four and a half hours.  Close enough for gummint work.
